Dash ground red pepper (cayenne)

2 teaspoons finely chopped garlic
3 oz 1/3-less-fat cream cheese (Neufchâtel)
2/3 cup grated Parmesan or Romano cheese
2 tablespoons chopped fresh parsley (optional)
2 cups whole milk
