Tomato, basil and mozzarella baked with quinoa and marinara sauce.

1 cup quinoa, uncooked
2 cups vegetable broth
2 teaspoons olive oil
1 clove garlic, minced
1 teaspoon dried basil
1 teaspoon dried oregano
1/2 teaspoon red pepper flakes
1 (15 oz.) can tomato sauce or crushed tomatoes
Salt and pepper, to taste
8 slices fresh mozzarella, divided
1 cup cherry tomatoes, halved
1/4 cup fresh basil, thinly sliced
