Stewed Beef with Gravy (with electric pressure cooker directions and stove top directions)

Cream or half and half adds such a delightful flavor to this stew. It is meant to be served over mashed potatoes or rice, which make it perfect for our nightshade allergic family members, as those who are allergic to nightshade can choose rice and the rest of us have it with mashed potatoes. My main goal is to not have to make 2 separate meals. We keep cooked rice and mashed potatoes in individual portions in the freezer so that makes this a breeze to fix for me.

1 lb. stew beef
1 Tablespoons olive oil
2 large carrots(diced or sliced)
1 medium onion (diced)
1/2 tsp. thyme leaves
3 cloves garlic
pinch of ground white pepper
salt to taste
1 bay leaf
3 cups beef stock
3 Tablespoons corn starch
1/4 cup of cream or half and half
