Quick sauteed carrots with a light compound butter

4 cups sliced carrots or baby carrots
1 cup water
3/4 tsp. kosher salt
2 tbsp. light butter, softened
1 tbsp. chopped tarragon
1 tbsp. minced shallot
1 garlic clove, minced
